The article is devoted to the actual problem of modernity – the formation of system competence in biosafety and biosecurity subjects for students of specialized professions. The creation of specialized disciplines on the problems of biosecurity and biosecurity in higher educational institutions of biological directions will enable future specialists to develop knowledge of the threats associated by modern biotechnology. The article outlines the main requirements for biosecurity and biosafety in the international practice, the basic principles for identifying, analyzing and assessing biological threats in order to prevent possible negative consequences for living systems. In connection with the development of biotechnology in the world, mankind faces numerous problems associated with the emergence of infectious diseases. In view of this there is the spread of such an extremely negative phenomenon as bioterrorism. The emergence of biological threats and bio-risks leads to the need to counteract this phenomenon, which consists in the development, implementation, verification and maintenance of biosafety and biosecurity standards. That is why the creation of specialized disciplines dealing with biosafety and biosecurity, in the universities of biological directions, will enable future specialists to develop knowledge and understanding of the threats posed by modern biotechnology. These disciplines are important for the training of the future biologist, and will help to expand the knowledge gained in the study of disciplines such as microbiology, virology, genetics, molecular biology, biotechnology, and so on. The formation of biological specialist personality in the context of bioethics is extremely important.
