REGULATORY ANDLOGISTICAL SUPPORTOF LABORATORY DIAGNOSTICS ON HEMORRHAGIC DISEASE OF RABBITS IN UKRAINE AND ITS COMPLIANCE WITH CURRENT INTERNATIONAL REQUIREMENTS

Introduction. Rabbits are raised for meat, fur, and as laboratory, exhibition, and pet animals. The progressive reduction of their population in Ukraine is due to organizational, economic and veterinary problems. Infectious diseases are relevant, namely rabbit hemorrhagic disease (RHD). It causes large economic losses due to the mass death and forced slaughter of rabbits, as well as due to the costs of veterinary and sanitary measures and measures to eliminate outbreaks.

The goal of the work. Search, study, analysis and systematization of information on regulatory, legal and logistical support of RHD laboratory diagnostics in Ukraine and determination of its compliance with modern international requirements.

Materials and methods. We used the statistical and analytical method of analyzing the regulatory and legal documents available in Ukraine and the guidelines of the World Organization for Animal Health (OIE) that regulate the issues of prevention, diagnosis, surveillance, restrictive and other measures aimed at preventing the spread and elimination of RHD outbreaks.

Results of research and discussion. Nowdays, there are no legally binding regulatory documents in Ukraine that regulate prevention, diagnosis, surveillance, restrictive and other measures aimed at preventing the spread and elimination of RHD outbreaks. Given that Ukraine is a member of the OIE, domestic diagnostic laboratories must conduct laboratory tests using methods regulated by the OIE.

Introduced DSTU 8493:2015 «Veterinary medicine. Methods of laboratory diagnosis of viral hemorrhagic disease of rabbits» does not meet the current requirements of the OIE.

In order to achieve the main goals in the laboratory diagnosis of RHD, authorized Ukrainian laboratories must have in their arsenal accredited methods and registered means of laboratory diagnosis (at least ELISA and RT-PCR) of this disease, which, unfortunately, are not available in Ukraine.

The PCR-based diagnostic test system developed in Ukraine for the detection and identification of the RHD virus has not passed state registration, is not commercially produced and remains a scientific development.

Conclusions and prospects for further research. There are no regulatory and legal documents and RHD laboratory diagnostic tools harmonized with modern international OIE requirements, so they are required to be developed and put into operation in Ukraine.
